Alvaro Pulido Vargas, a Colombian national accused of profiting from Venezuelan government programs, has been arrested in the United States. Federal prosecutors say he helped conceal proceeds from bribery schemes involving food, medicine and housing contracts. Pulido Vargas is scheduled to appear in federal court in South Florida on October 13, 2026, and faces 13 money laundering charges across two cases.

The allegations date from 2011 through at least 2020 and involve money transfers through the United States and other jurisdictions. Prosecutors say the schemes exploited essential public programs while using false paperwork, inflated prices and international bank accounts to disguise illicit payments.

Arrest and federal court appearance

Alvaro Pulido Vargas, 62, was taken into custody during an operation involving a Homeland Security Task Force. The arrest was announced by the U.S. Department of Justice on October 11, 2026, after investigators pursued him across international borders.

Pulido Vargas, who has also used the name German Enrique Rubio Salas, is expected to make his first appearance in federal court in South Florida on Tuesday, October 13. Prosecutors allege that he used U.S. financial institutions to move and conceal proceeds linked to Venezuelan government corruption.

“Pulido is charged in two separate, significant money laundering schemes, both using the U.S. financial system to hide the profits from his bribery and greed off the backs of the Venezuelan people,” Assistant Attorney General A. Tysen Duva said.

Food and medicine contract allegations

The newer case concerns approximately $1.6 billion in Venezuelan government contracts connected to CLAP, a state-run program that distributed food and medicine. Prosecutors say Pulido Vargas and his associates paid bribes to secure the contracts, then inflated prices to recover those payments and generate personal profits.

The alleged conduct began around July 2015 and continued through at least 2020. Prosecutors say the scheme diverted value from programs intended to provide basic supplies to Venezuelan residents. Among those charged were Pulido Vargas’s son, Emmanuel Enrique Rubio Gonzalez, and former Venezuelan state governor Jose Gregorio Vielma-Mora.

Authorities allege that Vielma-Mora and an intermediary received about $17.3 million in bribes and related payments for steering food contracts and other commercial advantages to the group.

Housing program currency scheme

The earlier case, filed in 2019, involves a Venezuelan government housing program intended to build homes for low-income residents. Pulido Vargas and Venezuelan businessman Alex Nain Saab Moran were accused of exploiting the country’s government-controlled currency exchange system through a housing contract.

According to prosecutors, the men submitted documents claiming that goods and construction materials had been imported into Venezuela even though the items never entered the country. Officials were allegedly bribed to approve the paperwork, allowing the accused to benefit from preferential currency arrangements.

The alleged housing-related activity ran from approximately November 2011 through at least September 2015. Prosecutors say about $350 million was transferred out of Venezuela through U.S. banks and into overseas accounts controlled by the participants.

International money flows and charges

The 2021 indictment describes a network of companies and accounts in Antigua, the United Arab Emirates, the United States and other locations. Investigators say fabricated contracts and supporting documents made illicit payments appear to be legitimate business transactions.

Approximately $180 million allegedly moved through or into the United States in connection with the food and medicine case, including through accounts in South Florida. Pulido Vargas faces five money laundering-related charges in the 2021 case, each carrying a potential maximum sentence of 20 years in federal prison, as well as eight additional charges in the 2019 case.

The charges remain allegations, and Pulido Vargas is presumed innocent unless proven guilty in court. Prosecutors have linked the cases to corruption allegations involving the government of Nicolás Maduro.

Investigation and legal stakes

The Drug Enforcement Administration, FBI and Homeland Security Investigations are pursuing the cases through the Homeland Security Task Force initiative. DEA Administrator Terrance Cole said agencies and international partners had tracked Pulido Vargas across borders before bringing him to the Southern District of Florida.

Attorney General Todd Blanche described the arrest as a warning to people accused of using U.S. institutions to support foreign corruption. U.S. Attorney Jason A. Reding Quiñones said the allegations represented a betrayal of Venezuelans because public programs for food, medicine and housing were allegedly used for private enrichment.

“No amount of time or distance will stop the Justice Department from working with our federal law enforcement and international partners to pursue these criminals and bring them to justice in an American courtroom,” Blanche said.

The prosecution centers on allegations that government programs intended to meet Venezuelans’ basic needs were manipulated through bribery, inflated pricing and false documentation.
