ICE Files Detainer for Salvadoran Man Charged in Fatal Wrong-Way Maryland Crash

News EditorBy News EditorSeptember 4, 2026 U.S. News 5 Mins Read

Federal immigration authorities have filed a detainer request for Jose Antonio Caballero-Nolasco, who is charged in a fatal wrong-way crash on Interstate 270 in Maryland. The Aug. 29 collision killed a mother and her daughter and injured two other people. Investigators say alcohol impairment contributed to the crash, which occurred when Caballero-Nolasco allegedly drove into oncoming traffic. The detainer asks Montgomery County authorities to notify immigration officials before releasing him.

Caballero-Nolasco faces two counts of grossly negligent manslaughter, two counts of homicide by motor vehicle while impaired by alcohol, and a charge of life-threatening injury by a motor vehicle.

Federal detainer filed in Maryland

U.S. Immigration and Customs Enforcement filed a detainer request with authorities in Montgomery County for Jose Antonio Caballero-Nolasco, according to the Department of Homeland Security. The request concerns a person being held at the Montgomery County Detention Center after the crash. A detainer asks local officials to notify federal immigration authorities before a person is released and to maintain custody for a limited period so federal officials can take custody, subject to applicable procedures.

The request was disclosed on Sept. 4, 2026, while Caballero-Nolasco remained accused in the state criminal case. The immigration action does not resolve the Maryland charges, which will proceed separately through the state court system.

Fatal collision on Interstate 270

The crash occurred on Aug. 29 on Interstate 270 in Maryland. Authorities said Caballero-Nolasco was driving under the influence and traveling in the wrong direction shortly before his vehicle struck another vehicle head-on. The second vehicle carried four people and was traveling home to Northern Virginia.

The two people who died were Musammat Shamima Begum, 46, and her 23-year-old daughter, Areebah Jahin. Both women were occupants of the vehicle hit in the collision. The crash brought emergency responders to the interstate and prompted an investigation into the circumstances leading to the wrong-way driving.

Charges and evidence of impairment

Caballero-Nolasco was charged with two counts of grossly negligent manslaughter, two counts of homicide by motor vehicle while impaired by alcohol, and causing life-threatening injury by a motor vehicle. The charges reflect the deaths of Begum and Jahin, as well as the serious injuries reported after the collision.

Responding officers reported that Caballero-Nolasco smelled of alcohol, had bloodshot eyes and slurred speech after the crash. Investigators also said he showed no signs of braking before impact. Authorities reported finding beer bottles in the vehicle, including empty and full bottles, and said Caballero-Nolasco acknowledged that he had been drinking.

Victims, survivors and investigation

The two other occupants of the vehicle were a 62-year-old man and an 8-year-old girl. Both survived the collision and were taken to local hospitals for treatment. Their conditions were not detailed in the available account.

The investigation is focused on the vehicle’s direction of travel, the suspected alcohol impairment and the events immediately before the head-on impact. Caballero-Nolasco was taken to a local hospital after the crash and later transferred to the Montgomery County Detention Center, where he faced the state charges and the federal detainer request.

Officials call crash preventable

Department of Homeland Security Secretary Markwayne Mullin described the deaths as preventable and said the detainer was intended to prevent Caballero-Nolasco from being released back into the community before immigration authorities could act.

“This tragedy was completely avoidable. Musammat Shamima Begum and Areebah Jahin should still be alive. ICE has lodged a detainer asking officials in Maryland to commit to not releasing this killer back onto our streets,” Mullin said.

Montgomery County State’s Attorney John McCarthy also addressed the reported alcohol evidence, saying investigators found bottles in the vehicle and that Caballero-Nolasco admitted drinking. The criminal case and the immigration matter remain distinct proceedings, and the allegations will be addressed through the appropriate legal processes.
