Hawaii House Candidate Faces Felony Threat Charges After Maui Beach Fight

News EditorBy News EditorAugust 5, 2026 U.S. News 5 Mins Read

Kirill Basin, a Democratic candidate for Hawaii’s U.S. House seat, faces two felony terroristic threatening charges after a confrontation at Keawakapu Beach on Maui was captured on video. The incident escalated from a verbal dispute into a physical fight, during which Basin was knocked unconscious. Authorities allege that he threatened several people, including one man with a knife. A judge maintained Basin’s $1 million bail and imposed restrictions ahead of a scheduled preliminary hearing.

Beach confrontation escalates

The confrontation occurred at Keawakapu Beach on Maui several days before Kirill Basin appeared in court. Video showed Basin approaching a group of beachgoers and arguing with several people. The exchange included profanity, challenges to fight and threats that he would put a woman “in the ground” and “in the hospital,” according to the recorded confrontation.

The dispute briefly appeared to end when Basin said it was over and shook another person’s hand. He soon resumed arguing with the group, asking what another man was going to do and responding angrily when told that the man was speaking with his girlfriend. The video documented the escalation but does not by itself establish the legal outcome of the allegations.

Video shows physical struggle

After returning toward his belongings, Basin was approached from behind by Kama Homan. The two became involved in a physical struggle after Basin shoved Homan, according to Homan’s account. Basin stumbled over two beach chairs and fell onto the sand.

Basin then picked up one of the chairs and swung it toward Homan. Homan pushed the chair aside and punched Basin, knocking him unconscious. Homan later said he had mixed martial arts training and intervened because Basin appeared to be becoming increasingly aggressive.

“As I got closer and closer, he was just getting more irate and violent,” Kama Homan said.

Homan said Basin put his hands on him before he responded with two punches. After Basin regained consciousness, he reportedly said he was going to jail and walked away, but later moved toward Homan again while shouting obscenities.

Criminal allegations and knife claim

The criminal complaint alleges that Basin threatened multiple people during the incident, including Homan. One of the two felony counts specifically alleges that Basin threatened Homan with a knife. The charges remain allegations, and Basin is presumed innocent unless proven guilty in court.

Homan said he recovered what he described as a five-inch switchblade after the confrontation and turned it over to Maui police. The complaint and the reported video form part of the case against Basin, while prosecutors will still need to establish the allegations through the court process.

Court imposes $1 million bail

At Tuesday’s initial court appearance, a judge maintained Basin’s bail at $1 million and ordered him to have no contact with Homan or four other people connected to the case. The order also bars him from returning to Keawakapu Beach, including its parking lot, if he is released.

Additional conditions prohibit Basin from possessing firearms or ammunition and require him to avoid drugs and alcohol. He must also submit to random drug testing and undergo a mental health assessment, along with any treatment recommended through that assessment. Brandon Segal, Basin’s attorney, was contacted for comment.

Preliminary hearing ahead

Basin was scheduled to return to court Thursday at 1 p.m. for a preliminary hearing. That proceeding is expected to address whether the case can move forward based on the evidence presented by prosecutors.

The case has drawn attention because Basin is a Democratic candidate for the U.S. House from Hawaii, but the immediate legal issues concern the alleged beach threats, the reported knife and the physical confrontation. Any political consequences will be separate from the criminal proceedings and have not been determined.
