Four juveniles have been linked to nearly 80 burglaries across the San Francisco Bay Area following a months-long investigation by Concord police and partner agencies. Investigators said the group targeted parked vehicles and residential garages, stole firearms and other valuables, and used stolen vehicles during the alleged crime spree. The case also led authorities to an alleged fencing operation in Oakland where about $250,000 in suspected stolen property was recovered.

The investigation involved break-ins in Concord and throughout Contra Costa and Solano counties, as well as several pursuits and escapes. Three juveniles were arrested in July, while a fourth was already in juvenile hall on an unrelated case. A 37-year-old Oakland man was later charged in connection with allegedly buying stolen property from the group.

The regional burglary pattern

Concord detectives, working with Richmond police, identified four juveniles in late June as suspects in a burglary series that had spread across the region. Police linked the group to 37 vehicle and residential burglaries in Concord and approximately 40 additional break-ins in Contra Costa and Solano counties. The incidents occurred over several months and involved homes, attached garages and parked vehicles.

Investigators said the suspects commonly broke into vehicles during the early morning hours, took garage door openers and used them to enter nearby residential garages. Power tools, firearms and other valuables were allegedly taken. Police also said multiple vehicles were stolen and then used in further crimes, creating a pattern that connected incidents across several jurisdictions.

Firearms, pursuits and escalating risks

The investigation raised particular concerns because firearms were among the stolen property and some encounters became dangerous. Surveillance footage released by Concord police showed a masked suspect pointing a firearm toward an interior door between a garage and a home, apparently waiting for someone inside to emerge. In another reported burglary, the group allegedly stole 14 firearms from one residential garage.

The suspects also repeatedly avoided capture. In May, an officer attempted to stop a vehicle believed to be connected to the burglaries, but the driver allegedly fled, prompting a pursuit that was terminated because of public safety concerns. During another series of burglaries in June, suspects escaped in a different vehicle. Later that month, juveniles allegedly fled after crashing a vehicle and running away on foot. Officers recovered a firearm, but the suspects initially evaded arrest.

Arrests and evidence recovery

After detectives identified the four juveniles, investigators obtained arrest and search warrants for the three who were not already in custody. In July, the Concord Police Department SWAT Team carried out simultaneous warrants with assistance from Antioch and Pittsburg police, Central County SWAT and the U.S. Marshals Service.

All three outstanding suspects were arrested. Searches of their residences recovered two firearms that police said had been stolen during the burglary series. Richmond police had previously recovered a third stolen firearm during an unrelated investigation. Complaints were filed against the three juveniles, whose identities were not released under California law.

The alleged Oakland fencing operation

As investigators traced where the stolen goods went, they identified Wuillian Cordova-Cubias, 37, of Oakland, as an alleged buyer. Police accused him of purchasing power tools from the juveniles, often soon after the burglaries. On Aug. 5, Concord and Oakland detectives, working with the U.S. Marshals Service, searched his Oakland residence.

Authorities said the property included at least 500 suspected stolen power tools, a stolen all-terrain vehicle, a stolen forklift, an unregistered firearm and other high-value items. Investigators estimated the recovered property was worth approximately $250,000. The search led police to describe the residence as a possible hub of a regional fencing operation, although the allegations will be tested in court.

Charges and next legal steps

The Contra Costa County District Attorney’s Office charged Cordova-Cubias with receiving stolen property, two counts of receiving stolen motor vehicles, unlawful firearm activity and conspiracy with juvenile co-conspirators. Prosecutors also filed sentencing enhancements that could affect any penalty if he is convicted.

Cordova-Cubias remained in custody at the Martinez Detention Facility and was scheduled for arraignment Monday afternoon in Contra Costa County Superior Court. The three juvenile cases are proceeding separately under California’s juvenile justice system. Diana Becton, the county district attorney, said her office’s Organized Theft Unit works with law enforcement to build cases it believes can be proved beyond a reasonable doubt.

“Concord Police Department’s thorough investigation into these burglaries and the fencing operation reflects the kind of collaboration that holds individuals accountable,” said Diana Becton.
