Federal authorities arrested Wanying Zhang at LAX on October 4, 2026, as she allegedly prepared to depart for China. First Assistant U.S. Attorney Bill Essayli said FBI agents detained her on a charge of acting as an unregistered agent of the People’s Republic of China. Authorities allege Zhang was attempting to board a flight to Shanghai after carrying out surveillance for Chinese officials.

The charge concerns an alleged failure to notify the U.S. attorney general that she was acting on behalf of a foreign government. Bill Essayli described Zhang as a naturalized U.S. citizen and said the case involved surveillance of a relative of Taiwan’s president on American soil.

“We just arrested a Chinese foreign agent at LAX attempting to depart for China,” Bill Essayli wrote.

Alleged surveillance operation in Seattle

According to the criminal complaint, Zhang and an associate traveled from Las Vegas to Seattle on September 1, 2025. They rented a black Nissan Rogue and waited near a home associated with the alleged target. Investigators say the pair used phones to photograph or record the family when it returned, with children arriving soon afterward.

The complaint alleges Zhang sent photographs, video and two license plate numbers to a Chinese government contact. It also says she later directed the associate to transfer the images using AirDrop rather than WeChat or text messaging. A neighbor’s security camera allegedly recorded the pair changing their posture and holding out phones, behavior investigators interpreted as an effort to avoid being noticed.

Connection to Chinese government contacts

Investigators believe Zhang received the assignment during a June 2025 meeting with a Chinese government contact in Changsha, China. The complaint says she indicated she could handle the task and later coordinated the Seattle trip with an associate.

An FBI affidavit alleges Zhang used procedures designed to reduce the chance of detection. The associate later said the surveillance images had been deleted, including from a deleted-items folder. Special Agent Kevin Holt characterized that conduct as an apparent attempt to destroy evidence. The allegations have not been tested at trial.

National security concerns raised by investigators

Investigators said information about the homes and vehicles of relatives of senior Taiwanese officials could provide Beijing with potential leverage over Taiwan’s president during a future conflict. The alleged target was identified outside the complaint as Ting-Yu Lai, the U.S.-based son of Lai Ching-te.

Special Agent Kevin Holt wrote that surveillance of a close relative of a high-ranking Taiwanese official inside the United States was not ordinary diplomatic activity. FBI Director Kash Patel said the arrest should warn foreign adversaries that alleged espionage operations on U.S. soil would be pursued.

“This FBI is hunting threats to our national security wherever they hide, and bringing them to justice,” Kash Patel said.

Expected court appearance and legal status

Zhang was scheduled to appear in federal court in Los Angeles on October 5, 2026. The case remains an allegation, and prosecutors must prove the charge beyond a reasonable doubt. No finding of guilt has been made.

Bill Essayli said the alleged use of individuals already living in the United States to conduct operations could represent a broader national security concern. The arrest follows a separate case involving former Arcadia Mayor Eileen Wang, who was charged with acting as an agent of China in an alleged paid propaganda effort. The two cases are separate.
