DHS Launches Nationwide ICE Operation Over Alleged SNAP Fraud

News EditorBy News EditorOctober 20, 2026 U.S. News 5 Mins Read

The Department of Homeland Security has launched a nationwide Immigration and Customs Enforcement operation targeting undocumented immigrants accused of fraudulently obtaining Supplemental Nutrition Assistance Program benefits. Federal officials said the operation has resulted in several arrests, including Haitian and Cuban nationals. The action is part of a broader administration effort to investigate alleged misuse of federally funded assistance programs. Federal law generally bars people living in the country illegally from receiving SNAP, while allowing certain categories of lawfully present noncitizens to qualify.

Officials said the operation is focused on alleged fraud rather than lawful participation in the program. The arrests were announced on October 20, 2026, as federal agencies highlighted efforts to protect taxpayer-funded programs intended to assist people in need.

Nationwide operation targets alleged SNAP fraud

DHS said ICE began a nationwide operation against undocumented immigrants accused of fraudulently receiving SNAP benefits. The agency confirmed multiple arrests but did not provide a total number of people detained in the announcement. The operation was made public on October 20, 2026, and is intended to investigate alleged misuse of a program funded for eligible people facing food insecurity.

The action is being conducted by federal immigration authorities across the United States. Officials said the effort will continue as part of a sustained campaign focused on alleged fraud involving federal benefits.

Officials identify Haitian and Cuban nationals

DHS identified several people it said were living in the United States unlawfully and had been arrested during the operation. They include Haitian nationals Rubstony Junior Theodore, Wilbert Jean Baptiste, Louis Jean and Jhensly Charles. The agency said Theodore had a criminal history involving arrests for larceny, obstruction of officers and trespassing.

Federal officials also identified Elizabeth Povea Rodriguez, a Cuban national. DHS said she had previously been convicted of disorderly conduct and had been arrested on allegations involving battery and domestic violence. The allegations related to SNAP fraud remain claims by authorities and do not, by themselves, establish criminal liability.

Homeland Security outlines its enforcement position

Homeland Security Secretary Markwayne Mullin said the arrests represented only an initial phase of the administration’s effort. He argued that people who are unlawfully present should not receive taxpayer-funded benefits and said the government would continue pursuing those accused of fraud.

“These arrests mark the opening salvo in a sustained, large-scale ICE operation specifically targeting illegal aliens who have fraudulently accessed SNAP benefits that American taxpayers fund exclusively for U.S. citizens in need,” DHS said.

The department also said some of those apprehended had criminal records. Authorities did not disclose additional case details, such as the specific alleged transactions, the amounts involved or the locations of every arrest.

Federal eligibility rules govern SNAP access

SNAP is a federal food assistance program designed to support eligible households. Federal law generally prohibits immigrants living in the country illegally from receiving SNAP benefits, although certain noncitizens who are lawfully present may qualify under applicable rules.

The distinction is central to the operation because officials say the arrests involve people who allegedly obtained benefits despite being ineligible. The federal government has characterized the investigation as an effort to enforce existing eligibility requirements and protect resources intended for qualifying recipients.

Operation forms part of wider fraud crackdown

The ICE operation follows broader federal efforts to investigate suspected fraud involving public programs, including Medicaid, SNAP, housing assistance, Social Security and Small Business Administration programs. The Justice Department has said its National Fraud Enforcement Division has launched more than 1,000 major fraud enforcement actions since its establishment.

DHS said the administration would continue targeting alleged misuse of federal benefits. While officials described the current arrests as an opening phase, they did not announce a completion date or provide a projected number of future arrests.
