“Probably one of the most disturbing cases of child abuse” encountered during decades in law enforcement, Detective Kyle Smith testified in court.

He also told the court that investigators believe the boy was held underwater for a prolonged period. William’s grandparents, Mike Evans and Tina Evans, said the boy regularly stayed with them on Fridays and many Saturdays. They told local media that about six weeks before his death, William said he did not want to return home. They said contact was later restricted and that they saw him only once during the final six weeks of his life.

During that last visit, nearly four weeks before William died, the grandparents said they noticed a bruise on his shoulder. They said they feared both William and his mother were being abused and described the home as a “house of horrors.” The grandparents met with an attorney, alongside William’s other grandparents, and hired a private investigator to monitor the home and the child.

The criminal case moves toward further hearings

The private investigator’s work was intended to address the family’s concerns, but Mike Evans said he arrived at the residence on a Thursday with a rented car and found police vehicles outside. A detective then told him William had died and that Kaitlin Evans was being questioned downtown.

Cincinnati Police Department’s Homicide Unit is continuing the investigation. The prosecution will have to prove the charges in court, while the defendants retain the presumption of innocence.
