13 Charged in Alleged Stolen Vehicle Pipeline to Mexican Cartels

News EditorBy News EditorOctober 27, 2026 U.S. News 5 Mins Read

Federal authorities have charged 13 people in an alleged pipeline that moved stolen cars and trucks from the United States into Mexico for criminal organizations. Prosecutors say the vehicles were stolen from private owners and major rental companies before being routed through El Paso, Texas. Investigators have recovered 29 vehicles with an estimated value of $1.14 million. The defendants face federal charges and are presumed innocent unless proven guilty.

Alleged cross-border vehicle pipeline

The case centers on vehicles allegedly taken from private owners and large rental car companies in the United States. According to federal prosecutors, the cars and trucks were driven through El Paso and across the border into Mexico, where they were allegedly delivered to people connected to criminal organizations. Authorities say the vehicles supported the cartels’ routine operations rather than representing isolated incidents of auto theft.

The alleged activity involved movement between the United States and Mexico, with El Paso identified as a key passage point. Prosecutors have described the case as a cross-border scheme because the stolen property was transported beyond the state where it was taken and into another country.

“These are not isolated property crimes. The stolen vehicles related to Operation Southbound Takedown demonstrate an alarming pattern and are used to support the day-to-day operations of dangerous criminal organizations.”

The statement was made by Ryan G. McRae, special agent in charge of Homeland Security Investigations in El Paso.

Investigation and vehicle recoveries

Federal agents and prosecutors began investigating in the spring after identifying a pattern involving stolen vehicles transported to individuals allegedly linked to criminal organizations in Mexico. The investigation, called Operation Southbound Takedown, has so far led authorities to recover 29 vehicles valued at approximately $1.14 million.

Images released by prosecutors included a damaged white SUV recovered in Mexico, an armored black SUV and an armored pickup truck. The recoveries illustrate the types of vehicles authorities say were connected to the alleged network. The investigation extended across the United States and Mexico and included cooperation with private-sector partners.

Warnings about cartel support

U.S. Attorney Justin R. Simmons warned people who transport stolen vehicles into Mexico that criminal organizations may recruit individuals seeking quick financial gain. He said the alleged cartel operations include human smuggling, extortion, drug trafficking and murder.

“You are now on notice. If you provide support to these cartels, many of which have been designated as foreign terrorist organizations, by transporting stolen vehicles out of this country and into Mexico, we will find you, and we will prosecute to the fullest extent of the law.”

The warning reflects the government’s position that people involved in moving stolen vehicles can face serious federal consequences even if they are not alleged to be senior members of a criminal organization.

Charges, defendants and potential penalties

The 13 defendants include 11 U.S. citizens and two Mexican citizens. Prosecutors said one of the Mexican citizens has a lawful permanent resident card and the other has a border crossing card. Two Americans, Kimberly Aguilar and Marty Gerardo Jr., are in state custody.

The remaining 11 defendants were federally indicted and arrested between July 22 and October 19, 2026. All 13 face charges of interstate transportation of stolen property. If convicted, each could receive up to 10 years in federal prison. The charges remain allegations, and all defendants are presumed innocent unless proven guilty in court.

Multi-agency investigation continues

The investigation brought together Homeland Security Investigations, the FBI and other federal, state and local agencies operating through the Homeland Security Task Force. Officials said the agencies worked with private-sector partners to identify and disrupt the alleged theft and transportation network.

FBI El Paso acting Special Agent in Charge Coult W. Markovsky also warned people who assist cartels that they could be pursued by federal authorities. McRae said the work is continuing and that investigators are not stopping after the initial charges and vehicle recoveries.

“To individuals assisting the cartels, Justice will find you!”

The agencies have not indicated that the investigation is complete, leaving open the possibility of additional enforcement activity as investigators examine the broader network.
