Jessica Bowie, 35, of Albany, is charged with attempting to provide material support to ISIS. According to the criminal complaint, she had converted to Islam about five years earlier and began using the name Aisha Saif. Investigators allege that she pledged allegiance to ISIS and discussed disguising an explosive in a food-delivery bag so she could approach the Capitol without drawing attention.

The FBI also alleges that she discussed leaving the United States for Syria after the bombing and later returning to carry out further violence, including a possible attack in Times Square on New Year’s Eve and attacks involving the White House and the president.

Surveillance of the Albany Capitol

The alleged plot developed over roughly one month in July and August 2026 while Bowie communicated with an FBI source posing as an ISIS facilitator. Investigators say she identified the Capitol as her intended target and then began studying the building and its surroundings in Albany.

According to the affidavit, Bowie visited the area about five times between July 21 and August 9. She allegedly photographed the building, examined nearby security conditions and told the source that she would picnic or drink coffee near the Capitol to observe it. Investigators say she wanted to cause extensive damage and kill lawmakers during a session.

Materials and undercover operation

On August 5, investigators say Bowie used $200 supplied by a confidential source to purchase items at a Home Depot in Rensselaer. The complaint identifies a large container of nails among the materials she believed would help construct a bomb. The following day, she allegedly provided DoorDash bags that could be used to conceal the device.

On August 19, Bowie allegedly paid $150 for what she believed was a handgun, magazine and ammunition. She was also shown an explosive device purportedly assembled from materials she had purchased. The FBI says both the firearm and the device were inert, and that agents arrested her after the meeting as she departed with them.

Arrest, charges and court proceedings

Agents say they found knives and a handwritten pledge of allegiance to ISIS on Bowie when she was arrested. The federal charge carries a statutory maximum sentence of 20 years in prison, a fine of up to $250,000 and lifetime supervised release if she is convicted.

Jessica Bowie made her initial appearance on August 20 before U.S. Magistrate Judge Daniel J. Stewart. Prosecutors requested that she remain detained, citing flight risk and danger to the community. The judge appointed the federal public defender’s office and remanded Bowie to U.S. Marshals Service custody. No date had been set for her next hearing.

Official response and public safety

FBI officials said the alleged plans extended beyond the Capitol and represented an effort to disrupt government. Craig Tremaroli, special agent in charge of the FBI’s Albany field office, said authorities were working to identify and stop alleged plots before they could be carried out. John A. Sarcone III of the U.S. Attorney’s Office for the Northern District of New York said the arrest should deter others considering violence.

“Political violence has no place in our state,” Gov. Kathy Hochul said, adding that there was never an active danger to the Capitol and that officials had no specific, credible threat against it.

Senate Minority Leader Chuck Schumer described Bowie as ISIS-inspired, while noting that investigators did not believe she was an ISIS member. He called for continued vigilance and asked the FBI to examine any potential ties to the group. Attorney General Todd Blanche and New York City Mayor Zohran Mamdani also praised the law enforcement response and condemned terrorism.
