According to court records, rioters on and around the overpass threw rocks, concrete fragments, fireworks, street signs and other burning objects toward officers and patrol vehicles below. Prosecutors said the attack created a substantial risk of death or serious bodily injury. Flores acknowledged that he knew officers were trapped beneath the overpass, making the decision to add fuel and throw heavy objects particularly dangerous.

Evidence presented in the case showed Flores pouring lighter fluid from two separate bottles onto the burning cruiser. Prosecutors said the additional fuel caused the blaze to intensify. Flores also directed another rioter to pour flaming liquid onto the vehicle and helped throw an electric scooter over the railing toward officers and patrol cars.

He pleaded guilty in April to one count of obstructing, impeding and interfering with law enforcement officers during a civil disorder. His admission formed the basis for the sentence imposed Monday.

Other defendants remain in the case

Federal prosecutors have charged seven people in connection with the Main Street overpass attack, alleging that several participants coordinated their actions against the CHP cruiser and the officers below. Ismael Vega, 42, received the same 37-month prison sentence the previous week after admitting that he helped ignite burning debris.

Adam Charles Palermo, 40, has been described by prosecutors as the lead participant. He pleaded guilty to assaulting, resisting and impeding people assisting federal officers with a deadly or dangerous weapon. Palermo is scheduled to be sentenced Dec. 14 and faces a potential sentence of up to 20 years in federal prison.

Officials emphasize consequences for attacks

A federal prosecutor said the sentence reflects the government’s focus on protecting law enforcement officers during civil unrest.

“Violent attacks on law enforcement will result in federal prison time. Those who escalate chaos and endanger officers will be held accountable.”
