Kirill Basin, a Democratic congressional candidate in Hawaii, faces felony charges in three separate cases after a confrontation at a Maui beach ended with him being knocked unconscious and arrested. Beach confrontation leads to new felony charges

The latest case stems from an Aug. 1 dispute at Keawakapu Beach. According to the criminal complaint, an argument over music escalated after Basin shoved Kama Homan and swung a beach chair at him. Homan pushed the chair away and struck Basin, knocking him unconscious. Prosecutors allege that Basin later threatened Homan with a knife, leading to two counts of first-degree terroristic threatening.

Court filings say Basin threatened beachgoers during the confrontation and made statements including, “I’ll put you in the ground” and “I’ll kill you.” Prosecutors further allege that he reached into a small black bag, referred to a gun, and then produced and brandished a knife while another beachgoer attempted to calm the situation.

“Do I have a gun? I’ll kill you,” prosecutors alleged Basin said during the confrontation.

Court imposes bail and contact restrictions

At Tuesday’s hearing, Judge Christopher Dunn found probable cause supporting a first-degree terroristic-threatening charge, according to a court filing. He kept Basin’s bail at $1 million and prohibited him from contacting Homan and four other people connected to the case.

The judge also barred Basin from Keawakapu Beach and its parking area. The restrictions followed the beach arrest and prosecutors’ effort to use the new allegations to alter bail conditions in another pending criminal matter. The proceedings concern allegations only, and the charges have not been resolved at trial.

Earlier case involves alleged county employee threats

Basin’s criminal record for 2026 began with a May 2 arrest on a disorderly-conduct charge. Prosecutors accused him of fighting or threatening people, making excessive noise, or using offensive language after being told to stop.

A Maui grand jury later indicted Basin on two counts of first-degree terroristic threatening over a May 29 encounter with a County of Maui employee. In a July filing, prosecutors alleged that Basin removed a tan-and-green handgun from a backpack and made threats involving the weapon while two other county employees watched.

“On May 29, 2026, [Basin] approached a County of Maui employee … pulled out a tan and green colored handgun from his backpack, and made verbal threats about using the handgun,” prosecutors wrote.

Hospital incident adds assault allegations

A second felony case concerns an incident at Maui Memorial Medical Center. Prosecutors charged Basin with second-degree assault and two counts of harassment after alleging that he became aggressive in the behavioral-health unit and tried to leave the emergency department before being discharged.

According to prosecutors, nurses attempted to restrain Basin, and he kicked one nurse in the thigh. Four days after the beach arrest, prosecutors relied on that arrest while asking the court to revoke bail in the hospital case. A judge issued a $400,000 bench warrant. Basin pleaded not guilty.

Defense challenges prosecutors’ account

Basin’s attorneys have disputed the allegations involving the county employee. In a later filing, they said police reports and surveillance video showed Basin briefly displaying a pellet gun with the muzzle pointed downward. The defense said he did not point the weapon at anyone and told witnesses to call police.

On July 20, the court allowed Basin to leave Hawaii for inpatient treatment in Arizona under conditions that included surrendering his passport, following an approved itinerary, and appearing remotely for hearings. By July 27, the court had been told that Basin was in the Maui Recovery program in Lahaina. His attorney, Brandon Segal, was contacted for comment.
