A Texas man with a prior murder conviction has been arrested after authorities accused him of operating a broad drug-selling business near several schools in Texas City. Investigators said minors appeared to be among the customers observed during a two-month surveillance operation. Authorities seized approximately one kilogram of brightly colored fentanyl pills allegedly designed to resemble ecstasy, along with other drugs and alcohol. Investigation and tactical raid

The Galveston County Organized Crime Task Force investigated the Texas City residence for two months before carrying out the search on Aug. 18. The Galveston County Sheriff’s Office SWAT team conducted the tactical entry. Authorities identified the investigation’s target as Jahml McDonald, 50, of Texas City, who was arrested at the property.

The operation focused on suspected narcotics sales from the home and the potential exposure of nearby students and residents. Investigators used surveillance before obtaining the raid, according to the sheriff’s office’s account of the operation.

Detectives reported recovering approximately one kilogram of fentanyl pills. The pills were brightly colored and allegedly disguised to resemble ecstasy or MDMA, a presentation authorities said could make them appear to be recreational party drugs.

The search also produced THC wax, marijuana, THC vaping products, promethazine and dozens of bottles of liquor. The combination of products led police to characterize the alleged business as offering multiple types of substances rather than a single drug.

School-area sales and alleged customers

Surveillance reportedly showed what appeared to be teenagers purchasing narcotics from the residence. The home is located near Giles Middle School, College of the Mainland and two local elementary schools, including schools within walking distance of the property.

Galveston Police Chief Doug Balli described the alleged operation as broad in scope.

“This is a full-service drug operation, including the ability to pay with credit card. This is a convenience store for poison that was taken down.”

The allegations remain subject to the criminal court process, and the available information does not establish the identities or ages of the people seen during the surveillance.

Suspect’s criminal history and charges

McDonald faces two felony controlled-substance charges, according to the sheriff’s office. Galveston County District Attorney Kenneth Cusick said McDonald had previously served 25 years for a murder conviction and was out on bond in a pending marijuana case when he was arrested in the new investigation.

Cusick said his office would seek the maximum prosecution available and emphasized the location of the alleged activity near educational institutions. He described the case as particularly serious because of the suspect’s criminal history and the alleged distribution of substances to people in a school-area community.

“This offender needs the full attention of my office. This person has a criminal history, a murder conviction, drug convictions and is now peddling these type of substances on a house near a college, a community college, two elementary schools within walking distance. This is outrageous.”

Community concerns and bond decision

Residents near the Appomattox Drive home told investigators they had noticed frequent vehicle and foot traffic. Neighbor Donald Moore said teenagers appeared to arrive at the house, adding that he feared continued drug activity could eventually lead to gunfire or serious injury.

A judge upheld a combined $2 million bond for McDonald, with $1 million assigned to each charge. The bond decision followed the raid and arrest, while the felony allegations proceed through the court system.
