According to the federal criminal complaint, Bowie converted to Islam about five years ago and adopted the name Aisha Saif. Investigators say the available court documents contain limited detail about her activities before May 2026, but allege that her movement toward violent extremism developed online.

In May, she allegedly posted remarks about poisoning nonbelievers and praised the Sept. 11, 2001, attacks. The alleged target was the New York State Capitol in Albany, where Bowie reportedly wanted to attack state senators during a meeting. The complaint says she visited the building five times in July and August to scout the location and study how an attack could be carried out.

Investigators allege that Bowie planned to conceal an explosive in a DoorDash delivery bag. She allegedly told an informant that she wanted to damage as much of the building as possible, kill senators and destroy important documents. The complaint further alleges that she considered escaping to Syria before eventually returning to the United States to conduct additional attacks.

“I want to destroy as much of the building as possible and kill the senators while they are meeting,” she allegedly told an informant.

Bomb-making materials and alleged weapons request

On Aug. 5, photographs released by federal authorities allegedly showed Bowie purchasing bomb-making supplies at a Home Depot store in Rensselaer. The complaint identifies a large bucket of nails among the items and alleges that the nails were intended to serve as shrapnel.

Investigators also allege that Bowie sought a handgun to support the planned attack. On Aug. 13, she allegedly asked an informant she believed was an ISIS operative to help obtain one. The allegations describe a progression from online support for terrorism to efforts to acquire materials and weapons for an attack at the Capitol.

FBI operation and Aug. 19 arrest

The FBI used confidential informants whom Bowie allegedly believed were connected to the Islamic State. Authorities say she gave two informants $350 on Aug. 19 and left their vehicle carrying an inert handgun and a dummy explosive supplied during the operation.

Agents arrested Bowie that day. After receiving Miranda warnings, she allegedly acknowledged that investigators knew enough to prosecute her and said she expected to spend the rest of her life in prison. The complaint says she had previously searched online for potential sentences involving material support for terrorism.

“There’s no helping me,” she allegedly told the FBI after her arrest. “You guys know enough…I’m going to prison for the rest of my life.”

Investigation, charges and broader significance

The case highlights the role of online activity in the investigation of alleged homegrown terrorism. Paul Mauro, a retired New York Police Department inspector with counterterrorism experience, said repeated social media bans can provide an important lead for investigators, even as authorities continue to face criticism over extremist content online.

The complaint also places the allegations in the context of the approaching 25th anniversary of the Sept. 11 attacks. Authorities say Bowie was 10 years old at the time and allegedly described a transformation from displaying American symbols after the attacks to expressing support for the destruction associated with them. The charges remain allegations, and the criminal case will proceed through the federal court system.
