Federal authorities say 69 live animals were discovered inside a concealed compartment of a Volkswagen after a woman was arrested at the U.S.-Mexico border. The animals included venomous vipers, caimans, a baby crocodile, an indigo snake and dozens of lizards. Border arrest and vehicle search

Georgina Bribiesca Chavez, 66, of Tijuana, was arrested on August 10 while attempting to enter the United States through the San Ysidro Port of Entry. Federal prosecutors say she told a Customs and Border Protection officer that she had nothing to declare. A records check allegedly identified an outstanding warrant connected to a wildlife trafficking investigation.

Authorities seized Chavez’s Volkswagen, but the animals were not found during the initial border inspection. Officers searched the vehicle again the following morning, after Chavez had been taken into custody. The discovery occurred nearly 24 hours after the vehicle entered the inspection process, during hot August weather.

Animals recovered from concealed compartment

Investigators found a concealed factory compartment behind the Volkswagen’s rear seat. Inside were pillowcases that had been knotted shut and sealed with tape. One of the bags was moving, prompting officers to transfer the packages to the San Diego Zoo for examination and care.

Zoo workers identified 60 abronia lizards, four venomous yellow-blotched palm pit vipers, three caimans, one baby crocodile and one indigo snake. Prosecutors said all three caimans died before zoo workers could provide care. The remaining animals were reported to be stable and remained at the zoo as of the previous week.

Alleged trafficking investigation

The arrests followed an approximately 18-month undercover investigation by the U.S. Fish and Wildlife Service. Prosecutors allege that Chavez and her alleged trafficking partner, Salvador Pelayo, 28, of Chula Vista, had worked together since 2023 and earned tens of thousands of dollars by selling exotic animals.

Pelayo was arrested in July and has also pleaded not guilty. The investigation is being conducted by the Fish and Wildlife Service’s Office of Law Enforcement, with assistance from the National Oceanic and Atmospheric Administration and the California Department of Fish and Wildlife. The agencies are examining alleged wildlife transfers across the U.S.-Mexico border and within the United States.

Related turtle transactions and animal deaths

Prosecutors cited an alleged undercover transaction in March 2025 in which Chavez delivered four protected Mexican box turtles to an undercover agent for $2,600 in cash. The transaction allegedly took place shortly after she crossed the U.S.-Mexico border. The turtles later died after being transferred to the Oakland Zoo.

According to prosecutors, the turtles were already in poor health when obtained and were believed to have been captured in the wild. They were also reported to be suffering from respiratory disease. Pelayo is separately accused of using the alias “Jose Lopez” to ship four protected Mexican and Yucatan box turtles to an undercover agent in New York.

Georgina Bribiesca Chavez pleaded not guilty to a federal wildlife trafficking charge and was ordered held without bond. Salvador Pelayo also pleaded not guilty in the related case. The allegations remain unproven in court.
