Gail Giustino, a 77-year-old Florida mail carrier, was arrested after authorities found more than 100 cats and dogs living in severe conditions inside her Stuart home. Investigators said many of the animals were confined in feces-filled cages in extreme heat, with no safe path through parts of the residence. Discovery and arrest in Stuart

Martin County authorities arrested Gail Giustino on July 20, 2026, at her home in Stuart, Florida. Investigators said she had collected cats encountered along her mail route and kept them, along with at least a dozen small dogs, inside the residence. Responders described the home as extremely hazardous. The residence had no functioning air conditioning or adequate ventilation, and authorities estimated that indoor temperatures were about 110 degrees on the day of the rescue. Investigators reported heavy debris, animal urine and feces, and no safe route through portions of the house.

Some cats were trapped in cages by feces that had hardened around their legs. Rescue workers had to break apart the material before the animals could move. Martin County Sheriff John Budensiek said the odor of ammonia, urine and feces created a potential health hazard for personnel entering the property.

The sheriff described the case as the worst animal-hoarding situation he had seen and said the animals had been confined inside the home for an extended period.

Animal rescue and ongoing recovery

Personnel in protective equipment removed cats and dogs from the Stuart property on July 20. Three of four cats that escaped during the operation were later trapped and returned to care. A friend also surrendered five additional small dogs that Giustino had allegedly left in her care.

By July 29, the Humane Society of the Treasure Coast had received 108 animals from the home. Sarah Fisher, a spokeswoman for the organization, said officials expected more animals could arrive from friends’ homes as investigators continued examining the situation. The shelter has prepared for further intake without yet setting a date for adoption placements.

Reunions and treatment at the shelter

Shelter staff said many of the rescued cats initially appeared withdrawn or unresponsive, while the dogs showed signs of malnutrition, flea infestation, hair loss and dental disease. The 12 small dogs recovered from the residence were estimated to be between 2 and 8 years old, with many appearing to be Yorkshire terriers.

The shelter began checking whether animals had owners before considering adoption. On July 24, more than 50 people waited outside in the Florida heat to identify missing pets. Some visitors left without finding their animals, but at least two owners achieved reunions that day. Jisel Leon was reunited with her cat Blizzard, while Linh Nguyen recovered six-year-old Patchy, who had disappeared from her yard in January.

Shelter staff said the animals gradually began emerging from their trauma, with cats lifting their heads, meowing and seeking attention as they adjusted to safer surroundings.

Legal case and oversight questions

Authorities said local animal control had issued as many as 65 civil citations to Giustino since 2014 over animal-care conditions. Code enforcement officers had also helped install air-conditioning units, but investigators found that the units were not operating when they entered the home.

Sheriff’s officials said Giustino could potentially have faced as many as 160 cruelty counts, but prosecutors filed the two misdemeanor charges currently pending. Giustino has not publicly responded to the allegations. The U.S. Postal Service confirmed that she began working for the agency in 1997 and remains employed, while declining to discuss personnel matters.
