ICE Seeks Custody of Previously Deported Kentucky Man Charged With Rape

News EditorBy News EditorAugust 12, 2026 U.S. News 5 Mins Read

Federal immigration officials have asked a Louisville, Kentucky, jail to hold Rolando Cenobio Vasquez after his arrest on charges including rape, human trafficking and sexual abuse. Authorities allege that Vasquez abused a 15-year-old girl who rented a room in his home with her mother. Immigration and Customs Enforcement filed a detainer so Vasquez can be transferred to federal custody for possible deportation proceedings. The allegations remain criminal charges, and Vasquez is presumed innocent unless proven guilty.

Vasquez, a Mexican citizen, was arrested by Louisville police on July 29. The case involves alleged conduct beginning in December 2025, when he was acting as a landlord to the girl and her mother. Officials said he allegedly used threats and, at times, offered the teenager money to keep the alleged abuse secret.

Federal detainer filed after Louisville arrest

ICE lodged a detainer with the Louisville Metro Department of Corrections on the same day Vasquez was arrested. The request asks local officials not to release him from jail before federal immigration authorities can take custody. A detainer is a request that a correctional agency maintain custody for a limited period so ICE can assume custody, subject to applicable procedures and local law.

A Department of Homeland Security spokesperson said the federal government intends to pursue removal proceedings if Vasquez is transferred to ICE. The request does not determine the outcome of the criminal case or establish that the allegations are true.

“ICE has lodged a detainer asking officials in Louisville, Kentucky, to not release this criminal from jail and to hand him over to ICE custody so he can be removed from our country,” a Department of Homeland Security spokesperson said.

Allegations involving a teenage tenant

Authorities allege that Vasquez rented a room in his Kentucky home to a mother and her 15-year-old daughter. According to the allegations, the abuse began in December 2025 while the teenager and her mother were living in the property.

Investigators also allege that Vasquez threatened the mother and daughter and sometimes offered the teenager money in exchange for silence. The reported landlord-tenant relationship is central to the case because it placed Vasquez in contact with the alleged victim and her mother. The criminal charges will be addressed through the Kentucky court process.

Charges and reported prior record

Vasquez faces three counts of rape, three counts of sodomy, human trafficking, promoting human trafficking involving a victim under 18, and sexual abuse. Louisville police arrested him on July 29, after which he was held in local custody.

Officials also said Vasquez has a prior conviction for driving under the influence of liquor. That reported conviction is separate from the current allegations and does not resolve the charges pending in the Kentucky case.

Immigration history and potential removal proceedings

DHS said Vasquez first entered the United States illegally through Texas in August 2013. U.S. Border Patrol arrested him, and he was subsequently deported. Officials said they could not establish when he allegedly reentered the country.

If local authorities comply with the detainer and ICE takes custody, federal officials could begin or continue immigration proceedings seeking his removal. The immigration process is separate from the state criminal prosecution, and the outcome of either proceeding was not reported.

Louisville detention policy and next steps

Louisville is not classified as a sanctuary jurisdiction. In July 2025, the Louisville Metro Department of Corrections agreed to follow a federal law requiring inmates in custody to be held for up to 48 hours in response to immigration detainers.

The immediate issue is whether Vasquez remains available for transfer to ICE while the Kentucky case proceeds. His detention, criminal prosecution and any immigration action will depend on decisions by local corrections officials, the state court and federal immigration authorities.
