HISD reports academic improvement after state intervention

The Texas Education Agency took control of HISD in 2023 after years of academic underperformance at selected campuses. The action made HISD the focus of a statewide debate over whether state intervention can improve outcomes or represents excessive political control. CVPE has consistently opposed the takeover, while state officials and district leaders have highlighted academic results since the change.

According to state metrics cited in the dispute, reading and mathematics scores on the State of Texas Assessments of Academic Readiness improved among students in grades 3 through 8 over the past three school years. The number of HISD campuses rated A or B increased from 93 to 197, while F-rated campuses declined from 56 to five. The district rating also moved from C to B. HISD serves 184,109 students across 274 schools.

Coalition opposes STAAR requirements and campus policing

CVPE opposes mandatory STAAR testing and encourages parents to boycott the exams. The coalition argues that high-stakes testing contributes to racial and economic inequality, narrows classroom instruction and does not reliably improve student outcomes. The foundation counters that eliminating standardized assessments could remove an important way for low-income students to qualify for advanced academic programs.

The group also supports divesting from campus policing and ending student arrests except in the most serious cases, including murder. The proposal is part of a broader position favoring restorative justice and alternatives to punitive discipline. The foundation says CVPE has also helped parents organize demonstrations and student walkouts outside schools, while the coalition describes peaceful protest as a legitimate tool for improving education.

CVPE defends restorative justice and political advocacy

CVPE co-founder Ruth Kravetz rejected the foundation’s description of the coalition and disputed the suggestion that it follows Democratic Socialists of America tactics. She said the organization includes people with different political affiliations and does not represent a single ideological bloc.

“Some of those parents are Republicans. Some are Democrats, some are socialists, and some are unaffiliated,” Ruth Kravetz said.

Kravetz said restorative justice and expanded mental health resources can create safer schools than punitive policies. CVPE’s stated approach emphasizes student participation in decisions affecting school life and curriculum, as well as community involvement in opposition to the state takeover.

Testing data and student access remain central disputes

The disagreement also concerns how HISD’s recent results should be interpreted. Kravetz said standardized testing reduces educational quality by encouraging schools to prioritize multiple-choice preparation over deeper learning. She also challenged the performance claims associated with HISD Superintendent Mike Miles and Texas Gov. Greg Abbott, arguing that changes in Algebra I participation affected the reported results.

“It undermines educational quality,” Ruth Kravetz said of high-stakes testing. “It narrows instruction and reduces deeper, more meaningful learning.”

Kravetz alleged that qualified students were prevented from taking Algebra I, which she said skewed STAAR results and reduced opportunities. The foundation and state officials point instead to broader gains across grades, subjects and campus ratings. HISD had not provided a response to the allegations at the time of publication.
