California Rescue Operator Charged After More Than 300 Animals Found in Squalor

News EditorBy News EditorSeptember 20, 2026 U.S. News 4 Mins Read

A California animal rescue operator faces 35 felony and misdemeanor charges after authorities removed more than 300 animals from an alleged site of severe neglect in Los Angeles County. Christine De Anda, 57, is accused of leaving dogs, cats and other animals without adequate food, water, medical care or sanitary living conditions. Prosecutors are seeking $914,500 bail, and De Anda could face up to 24 1/2 years in state prison if convicted. The allegations followed a March 20, 2026, search warrant and rescue operation in Lake Hughes.

Charges and potential penalties

Christine De Anda, who operated the Rock ‘N’ Pawz rescue in Lake Hughes, has been charged with 12 felony counts of animal cruelty and two felony counts of grand theft of labor. The case also includes 21 misdemeanor charges, including alleged failures to provide required care and operating an unlicensed kennel.

The charges were filed in Los Angeles County after the March investigation. Prosecutors requested bail of $914,500 before De Anda’s arraignment at the Antelope Valley Courthouse. Authorities say the potential prison sentence could reach 24 1/2 years, although the allegations remain subject to court proceedings.

Conditions discovered at the rescue

Investigators allege that more than 300 animals were living in severe squalor at the facility. The animals were primarily dogs, along with cats, a pig, a rabbit, a goose and two goats. Authorities reported cases involving dehydration, starvation, serious injuries and untreated illnesses.

Officials also said animals were living in their own excrement and were confined in small crates without enough room to lie comfortably. At least one cat was found dead from starvation and dehydration at the beginning of the investigation. The reported conditions form the basis of the cruelty allegations against the operator.

“More than 300 animals were removed from severely inhumane conditions. Animals were living in and saturated with their own excrement, had serious untreated illnesses and injuries, were emaciated, and were forced to live in small crates without adequate room to properly lie comfortably.”

Large-scale animal rescue operation

Los Angeles County Animal Care and Control executed the search warrant on March 20, 2026, at the Lake Hughes property. Teams removed more than 300 animals and began stabilizing them, providing medical treatment and arranging recovery support.

Department Director Marcia Mayeda described the action as the largest companion animal search warrant and rescue operation in the department’s history. The effort involved assistance from animal welfare organizations and county animal services agencies, which helped care for the animals after their removal.

Warnings and alleged code violations

Prosecutors allege that De Anda continued accepting animals despite years of citations and warnings concerning her ability to provide adequate care. They say the facility’s population increased even as officials raised concerns about the conditions.

The alleged violations include operating an animal kennel without required land-use approval, maintaining unsanitary conditions and using structures with unpermitted construction, plumbing, electrical and grading work. These allegations are separate from, but related to, the animal cruelty charges.

Animal care and continuing investigation

Rescuers worked to assess the animals’ health, treat injuries and illnesses, and provide food, water and safer housing. Officials said the extent of some animals’ illnesses and injuries meant that not every animal could be saved.

Nathan J. Hochman, the Los Angeles County district attorney, said people who accept responsibility for animals must protect and care for them. He stated that prosecutors would pursue accountability for the alleged suffering, while the case proceeds through the court system.

“For someone who calls herself an animal rescuer, there’s a fundamental responsibility to protect and care for the animals entrusted to her.”
